West Hollywood is mostly multi-family — that changes everything.

Unlike most of LA where single-family homes dominate, West Hollywood is ~70% condos and apartments. EV charger installs are still very doable but require navigating HOA boards, parking structure electrical, and California’s Right to Charge law.

California Right to Charge (Civil Code §4745) requires HOAs to permit residents to install EV chargers in their assigned or owned parking space at the resident’s expense. HOAs can require:

They cannot require: blanket denials, "consultation" with vetoed installers, unreasonable delays, or excessive fees.

West Hollywood install scenarios and costs.

ScenarioTypical Cost
Single-family home (rare in WeHo)$1,500–$3,000
Condo with assigned garage parking$2,500–$5,500
High-rise with shared parking structure$3,500–$8,000
Apartment (landlord cooperation required)$2,000–$6,000

The cost is higher than single-family installs because of sub-metering (your unit needs to pay for the electricity, not the HOA), longer conduit runs from electrical room to parking space, and HOA-required documentation.

WeHo is in LADWP territory — claim up to $1,500 through Charge Up LA!. Application is more complex for condo installs; your installer handles it.

FAQ.

My HOA said no. Can they?
Generally no. California Right to Charge limits what HOAs can reject. They can require reasonable conditions, but not blanket denials. If they’re stalling, our installer can write a formal letter citing Civil Code §4745.
How does sub-metering work?
A separate meter tracks YOUR EV charger usage so you pay for the electricity (not the HOA or your neighbors). Most modern WeHo buildings have this set up; older buildings may need new metering hardware.
Can I install in a rented apartment?
Only with landlord written permission. Some WeHo landlords are open if you pay for it and agree to leave the charger. Ask before assuming.
What about hostile HOA boards?
Slow walks of paperwork are common. Document everything in writing. If they exceed 60 days without a reason, you can file with the California DRE. Rare to need to escalate.
